MOTORING SERVICES STRATEGY: DEPARTMENT FOR TRANSPORT

This consultation from the Department for Transport seeks views on reforms to the four agencies under its control: Vehicle Operator Services Agency (VOSA), Driver and Vehicle Licensing Agency (DVLA), Driving Standards Agency (DSA) and the Vehicle Certification Agency (VCA).
In the RMI response, it was recommended that the work of the 4 agencies is rationalised, in order to avoid duplication of duties by multiple agencies. RMI agree with the proposal to expand online digital services, to provide a more efficient service for customers. However, alternative methods should be preserved in order to cater for the wide demographic of customer. Under this initiative, RMI has called for the abolition of tax discs to relieve administrative  burdens to the customer and reduce the cost to DVLA.   
Finally, RMI call for a increase in Authorised Testing Facilities (ATFs) in order to allow operators of HGVs flexible access to testing services. RMI are of the view that privately owned sites should be able to employ their own testers, to minimise delays and decrease the travel time to find a testing location.
